The Downtown Plan includes the area bounded approximately by Broadway on the east, 25th Street on the north, 33rd Street on the south, and the BNSF rail lines on the west. The City and their consultant team examined a variety of issues affecting redevelopment in downtown, including an overall vision for the future of downtown; an economic analysis of uses such as market rate housing, retail, office and hotel development; on-street and off-street parking; transportation; impacts on and protection of surrounding neighborhoods; urban design and streetscape standards; zoning boundaries; building height; development standards; view corridors; and maintenance and enforcement.
After eight Planning Commission public workshops and a public hearing and recommendation meeting on June 6, 2006, City Council adopted the Everett Downtown Plan and the rezone of several properties to B-3, the Central Business District (CBD) zone, and the amendments to the B-3 zone on July 26, 2006.
